Shared Lives Scheme Registered Manager  

Reports to:            

Senior Operations Manager 

Accountable to:

Home working (with travel requirements) 


Full time: 37.5 hours per week 

6-12 month Secondment (internal) 



Job Purpose

To assume responsibility for the operational management of the scheme, ensuring continued compliance with CQC requirements and all relevant legislationWorking with the Senior Leadership Team, you will ensure the provision of high quality, outcome focused support which enables individuals and ensures organisational priorities are met within available resources. A strategic priority of both Surrey Choices and Surrey County Council is to grow the scheme to increase the availability of both longterm and short break arrangements for priority customer groups. 

Key Responsibilities

Service delivery:  


  • To ensure the delivery of a high quality person centred scheme that encourages independence, promotes choice and dignity, and meets all requirements of CQC’s regulatory framework. 
  • To ensure all new referrals are responded to in a timely manner, in line with contractual and organisational timescales. 
  • To ensure the completion of individual assessments and the implementation of person centred support plans that minimise risk and promote positive outcomes. 
  • To ensure the development of robust systems and procedures that support delivery. 
  • To ensure that the scheme is appropriately resourced with the correct number of suitably trained, skilled and experienced staff and Shared Lives Carers. 
  • To promote good communications with all stakeholders. 
  • To proactively manage delegated budgets ensuring the efficient use of resources. 
  • To promote a safeguarding culture, ensuring that timely and appropriate action is taken in relation to any incidents, allegations or suspected abuse. 


Leadership & Management: 


  • To lead by example ensuring the development of a safe, caring, effective and responsive culture that is in line with Surrey Choices values and meets the expectations of CQC. 
  • To develop growth plans for the scheme in partnership with Senior Management and SCC colleagues. 
  • To work closely with Surrey Choices marketing team on innovative promotional initiatives in order to attract referrals and Shared Lives Carers. 
  • To be responsible for the onboarding of suitable Shared Lives Carers and ensure that sufficient training is provided. 
  • To oversee all staffing requirements:  to be responsible for the recruitment of suitable employees to the scheme and ensure that a structured and documented induction programme is completed for all.   
  • To set objectives, undertake high impact supervisions, and ensure training needs are identified and met so that standards of service are understood and delivered.   
  • Embed personalisation and strengths based approaches in team practice. 
  • To ensure a co-ordinated and consistent approach to service provision that is cost effective and efficient, making the best use of allocated resources. 
  • To work with HR and senior management to routinely deliver on a range of human resources/staff management responsibilities including: workforce planning & development, disciplinary and capability procedures, absence management. 
  • To represent Surrey Choices to SCC, CQC, Shared Lives Plus, Skills for Care Registered Managers Networks, and other partner organisations, and to attend sector related events. 


Compliance, Governance & Regulatory Processes: 


  • Prepare for and lead the scheme through regulatory inspection, liaising and co-operating with CQC inspectors. 
  • Working in partnership with the Quality Assurance team, to maintain a high quality scheme that focuses on continuous improvement and strives for “Outstanding”. 
  • To facilitate regular quality and H&S audits.  
  • To ensure the scheme meets and exceeds the requirements of the Health & Social Care Act 2008 (Regulated Activities) Regulations 2010 and the Care Quality Commission guidance ‘Essential Standards of Quality and Safety”. 
  • To be responsible for the accurate recording and reporting of support and incidents in line with legislation, CQC’s regulatory framework, and Surrey Choices policies and procedures. 
  • Investigate complaints, compile the required reports and take any required action as appropriate. 
  • Work with the delegated safeguarding lead to ensure that any concerns are dealt with in line with Surrey Choices Safeguarding Policy and comply with SCC colleagues in the event of further investigative action. 
  • Provide timely monthly data in relation to the schemes KPI’s. 




  • Overall responsibility for the management of the scheme in an efficient and cost effective manner within available resources and controlled budgets (ensuring that budgetary control of the unit is maintained in accordance with Surrey Choices financial guidelines).  
  • Responsible for the organisation of staff including: arranging staff caseloads, ensuring adequate numbers of staff are employed and all shifts are covered, managing staff holidays and sickness absence levels.  
  • To maintain a registered office in line with H&S requirements and display all legal and statutory records.

  • To ensure that the ongoing development and growth of the scheme is co-produced by people accessing Shared Lives arrangements, and Shared Lives Carers. 
  • Maintain professional boundaries with all people supported by the scheme, parents & carers, colleagues and other stakeholders.

  • Take all reasonable precautions to maintain the health and safety of self and others, ensuring that any risks in relation to this are reported and remedial action taken in a timely manner.

  • Undertake any other duties that may reasonably be required of this role and as requested by manager (s).

Qualification and Training 




  • Have or be working towards Level 5 Diploma in Leadership in Health & Social Care (or the equivalent) 


  • Care Certificate/ knowledge of CQC’s Regulatory framework/ Care Act 2014 


  • Train the Trainer certificate

  • Previous experience of working as a manager in a health and social care setting with one or more of the priority groups supported by Surrey Choices  
  • Demonstrable knowledge and understanding of the current legal and regulatory responsibilities of the service including CQC 
  • Excellent communication skills: verbal and written 
  • Strong organisational skills  
  • Experienced user of Microsoft Office/ Outlook
