Rachel Wigley

Non Executive Director

Rachel is Director of Financial Insight at Surrey County Council, managing the strategic Finance Business Partners and working closely with the services in Surrey. She is a Chartered Public Finance Accountant with over 30 years in local government.

Before coming to Surrey County Council, Rachel was Director of Finance and Resources in Adult Social Care and Public Health for the Bi-borough partnership between Kensington and Chelsea and Westminster City Council. Prior to that she was Deputy Executive Director and Director of Finance and Resources for Adult Social Care and Public Health in the Tri-borough partnership which included Hammersmith and Fulham, from 2012 until 2018.

Rachel started her career in Kensington and Chelsea, where she had a number of roles including Head of Resource Management for Housing, Health and Adult Social Care. Rachel has experience of leading and bringing diverse teams together, driving through change and delivering savings. She has managed finance, IT, business analysis and customer feedback teams, as well as transformation teams.

She has played key roles in Corporate leadership teams and has been a member of a London Adult Social Care Peer Review. She is really looking forward to working with Surrey Choices and to making a positive contribution to the improvements and vision for the future.
