Title:   Strategic Property & Asset Manager
Reports to: Chief Operating Officer
Accountable to: Managing Director
Location: Homebased, with travel around the county as required
Fixed Term Initially 24 months contract, with possibility of extension
Salary SM2/3 depending on experience
Hours:                   Full Time, 37.5 hours per week

Job Purpose

The Strategic Property & Asset Manager will lead the implementation of Surrey Choices’ Property Strategy in line with the Changing Days transformation programme and in the context of the organisation’s core purpose, the delivery of high quality, inclusive support to adults and young people with disabilities. You will oversee a programme or work and associated projects ensuring delivery to time, quality, value for money and in line with strategic drivers.

Key Responsibilities

Role Specific Objectives:

  • To lead the implementation of Surrey Choices’ Property Strategy, including sound project management of the development of new accommodation and decommissioning of some existing buildings.
  • To ensure the application of good governance and compliance in relation to asset acquisition and disposal.
  • To work collaboratively with operational teams, taking account of operational priorities and challenges with respect to property requirements and related change programmes.
  • To oversee and coordinate the maintenance of all properties within Surrey Choices estate.
  • Work closely with the Health and Safety Manager to ensure the safety of all properties within our estate.
  • To provide visible leadership and vision around asset acquisition, disposal and reconfiguration, supporting the Chief Operating Officer.
  • To lead and direct Surrey Choices regarding matters of Property Strategy in line with changing legislation and governance, and to advise and prepare the organisation for future changes.
  • To challenge the status quo and establish innovative new solutions for the disposal, acquisition and rationalisation of the property portfolio to ensure a sound base from which the organisation can deliver future services in the most efficient and cost-effective way.
  • To ensure Surrey Choices’ exercises its duties as landlord and leaseholder with probity and in pursuit of commercial advantage.
  • To guide and assist the leadership of Surrey Choices in decision making and in the identification, mitigation and management of risk in relation to matters of property and assets.
  • To lead on the analysis and reporting of financial impacts of change programmes in the context of the medium term financial plan and efficiency savings requirements, including forecasting on a 1-3 year timeframe.

Role Specific Objectives – Working Relationships

  • To maintain a strategically and operationally effective relationship with Surrey County Council in the context of the Local Authority Trading Company.
  • To build on existing and develop new partnerships in support of the vision of inclusivity and partnership in community spaces.
  • Represent Surrey Choices in all discussions and negotiations with present and potential future landlords relating to the implementation of the property strategy.
  • Act as the main point of contact in relation to property matters with operational services and external stakeholders.
  • To contribute positively and collaboratively to the work of the Senior Leadership Team.
  • To lead change through the organisation’s internal governance structures and to chair programme and projects teams as necessary.
  • To encourage and champion collaborative working, making the best use of talent and skills across the organisation to deliver outputs.
  • To promote the organisation’s Core Values by acting as a role model.
  • Wherever possible, to co-produce solutions with surrey Choices’ primary stakeholders, including people with disabilities, their families and communities.

Role Specific Objectives – Information Governance, Reporting & Recording

  • To report and present, as required, to any aspect of Surrey Choices’ governance structures, including the Executive and Senior Leadership Teams, the Board of Directors and programme and project teams.
  • To ensure the appropriate handling and storing of personal and corporate information in accordance with the Surrey Choices Information Governance Policy and procedures, and in line with General Data Protection Regulations.
  • To regularly update the Property Strategy and associated project plans.
  • To undertake any such strategic and technical analysis as required to inform and delivery the Property Strategy.
  • To report to the Chief Operating Officer on a regular basis.

Qualification and Training
  • A relevant professional qualification and/or educated to degree level or equivalent.

Or

  • Evidence of equivalent learning through experience.
  • Evidence of training in senior management.
  • Membership of a relevant professional body, e.g. RICS.

 

 

Skills, Knowledge and Experience

 

 

  • Expert legal, technical and compliance knowledge in the property and assets sector.
  • Experience in the leadership and discharge of landlord and leaseholder functions.
  • Experience of managing change in a fast moving environment.
  • Senior management experience, including the management of performance, risk, workforce, and financial and strategic planning.
  • Evidence of formulating, leading and implementing multi-faceted property and asset change programmes, which cross service or professional boundaries.
  • Experience of delivering strategic change outcomes in collaboration with others.
  • A track record of delivering service improvements and reducing service costs.
  • Extensive skills in strategic engagement and influencing.
  • Experience in a multi-site public service environment.

 

  • Experience of working in or with a Local Authority Trading Company, or Local Authority.
  • Insight into or experience in the health or social care sector.
